On a related note, I was able to get a tour of that new Fairfax facility
(the McConnell Center), and saw some cool stuff (VDOT, Fairfax County, and
VSP). If anyone's interested I can post a few of the pictures I took. It
houses Fairfax emergency operations center, VDOT traffic control facilities,
and the Fairfax County & Virginia State Police (Arlington/Fairfax division)
911 call and dispatch centers.
While I was on the tour, I left my car parked under their big radio tower
out back, with my 996T on Close Call Auto Store. I did not capture 171.4375,
so Jeff is right, the signal does not originate from there.
