might it be from FxCo's recently opened Public Safety Comm Center at 29 and West Ox (very close to 50/66)?

The center also hosts the VA State Police (why arent they called the Commonwealth Police...?), the regional medical examiner, VDOT, the primary "Emergency Operations Center" for the County and has liaison facilities with all of the locally interested parties (FBI, CIA, DOD, etc) since they have assets in the county.  Would make sense they have an antenna there.
