For the second time today, a transformer in the basement of the Ballston
 Hilton has exploded. This time it is causing periodic power loss in the
 Ballston area. Arlington FD is working the incident on Fire 1C, while PD and
 FD also respond to tons of false alarm calls caused by the power spikes.
