[Scan-DC] Fwd: [MilCom] interesting cameras

I saw these same devices too on that stretch of Rt100. My thought is they
are actually traffic counters, since I didnt see any camera on them and they
are pointed down at the lanes at a perpendicular angle. My thinking is
theyre doing some kind of traffic study there...
