Is this a construction zone, by any chance? MD is using speed cameras in construction zones, but I don't know what their configuration is... I _think_ I saw one on 95 at the ICC last Sunday, but if that's what it was, it was mobile, mounted in some kind of Jeep vehicle (Compass or something like that).
This is a wild guess at best - what you describe sounds pretty high-tech for speed cams.

Does "Fort Meade" have any offices in that area? Of course, that doesn't make any sense either...
