I decided to look into this a bit more and found this.

This is the Electronic Warfare Suburban. The two thick antennas are
collinear jammer antennas that are used to defeat IED attacks via barrage
jamming. In the back of the vehicle is the generator to power the jammers
which are probably around 1000watts of jamming power along with the cooling
system. The smaller whip antennas are for the VHF convoy radios that tie in
with the ROADRUNNER vehicle that is typically near the rear. The two covert
domes house some sort of turret mounted device that are either:

Yes sir indeed I do know, its a USSS Presidential Support Vehicle. If you
look closer its a fully armored vehicle to include run-flat tires and more.
I think the most unique aspect of the vehicle is the detail of the tires and
rims. This is the same vehicle that struck and killed the pedestrian on
Suitland Parkway at Naylor Road about a month ago if you can remember the
incident. I just compared the pictures I have of the vehicle involved in
that fatal crash on Suitland Parkway to the images you sent and the pictures
are identical. The pictures I have were V-POTUS (Vice President of the
United States) vehicles that they fly around the country for transport.

That is one of several versions of the White House Communications  
Agency vehicles that travels with the President. When in the  
Presidential motorcades, they are known as ROADRUNNER. Some versions  
have more antennas, some less.

There have been reports of these type vehicles accompanying other  
VIP's including high ranking members of the military in the DC area.

The January issue of Monitoring Times will have a write up on these  
vehicles.
