[Scan-DC] SHENANDOAH FREQUENCIES

Per my post, 166.90 is not Hogback.  Hogback once used 166.90 but is now 
171.70.
166.90 is only Loft Mtn. now.   RadioRefernce is in error on this.  I 
verified these by monitoring at each site.
