[Scan-DC] CAP Freqs

Actually, they use Military Frequencies.  Since they are an Arm of the Air 
Force, they use
Air Force Frequencies, which have been assigned for Exclusive [new Freq's] 
use by the
Civil Air Patrol.

Many of the older Frequencies were on a shared basis.
ie: 148.1250 , could never be used by CAP in Rhode Island as the Primary 
user was Newport Naval Station, RI

Now CAP has exclusive use of 148.1250 and 148.1500 for their Repeater 
network.
