[Scan-DC] State of Emergency in Virginia

Every summer when we go to the Outer Banks for vacation, a highlight is
always driving along Highway 12 to see which houses have done a face-plant
into the ocean since the previous summer.
Speaking of the Outer Banks, we have been going there every year for 20+
years, and the scanner listening has never been disappointing. It's a very
good place to bring your dusty old analog scanner. Lots of action.
