The reason why Fedex, UPS and private carriers do bot irradiate is because the tracking capability of their packages. Using USPS has not tracking from who sent the package, especially if not return address is used. But you must pay for private carriers and they have a better handle on who is sending the package.

AFAIK, letter mail is also irradiated. I don't think
mail from known senders, magazines and such, receive
such treatment.
On the other hand, no one questions the envelope flats
brought by FedEx and the other overnight shippers.
I believe the thinking is with the overnight carriers,
the sender has to be present to start the shipping process,
so if a lot of people get sick, at least they think they
know who to look for.
