[Scan-DC] irradiated mail

AFAIK, letter mail is also irradiated.  I don't think
mail from known senders, magazines and such, receive 
such treatment.

On the other hand, no one questions the envelope flats
brought by FedEx and the other overnight shippers.  

I believe the thinking is with the overnight carriers,
the sender has to be present to start the shipping process,
so if a lot of people get sick, at least they think they
know who to look for.
