[Scan-DC] Blocking EMS scanner traffic hurts the public

I certainly don't support censoring but if a patient's name can be
identified through news reports, and their condition through EMS
transmissions, they certainly have lost some privacy. If victims were never
publicly identified it would be a different matter, as is the case with many
minors and victims of sexual assault.

Yes a lot of traffic and details do go out on EMS transmissions since that
level of detail is needed by hospital and EMS personnel to do their job.
What has stopped going out on the radio since the enactment of HIPPA has
been the persons name. So if the information is about "a person" with no
name attached where is the HIPPA violation? The answer is there is no HIPPA
violation!
