[Scan-DC] new PG county trunk

Are there any federal interop grant dollars involved in the upgrade? It
doesn't seem wise to purchase a phase II system before the standard is
finalized.

I also understand that the Phase II protocols are still somewhat in flux -
by the time PG comes up, if there will be any systems actually using Phase
II, is speculative at best.
