[Scan-DC] Buy now or wait?

I was talking to a friend of mine who is a ham operator and I mentioned 
that I was considering buying the new BCD996XT and he said that he 
wouldn't buy anything now as a lot of the emergency services were 
switching their equipment to use the old analog TV signals and you would 
not be able to monitor them.  I was wondering what  those with more 
understanding of this subject think.
