traditionally, when a newspaper publishes the "top earners" (take home dollars) of local government, public safety has a very large and disproportionate percentage of employees in the top 20. Most often, these top earners are sworn officers working in the ECC's and taking home 2 and 3 times their base salary in OT. so yes, in order to save money now (and reduce the much larger and longer post employment benefits) they are trying to use more civilians in those positions. It also helps put more cops/fire-fighters on the streets.
