[Scan-DC] 859.8375 MHz on Bearcat Sportcat 180

I believe that's an Alexandria trunked frequency, yet I am getting weak transmissions on a Bearcat 180 analog scanner in downtown DC near the Capitol. The building is hostile to radio reception. I am on the side away from Alexandria, and it the building is steel and concrete construction - that ugly Brutalist style. I am using the stock rubber ducky antenna. I can't tell what the transmissions are about, but they are breaking through the squelch. Other than that, I am getting Metro police on 161.385 MHz and some FRS.

The control channel buzz on 857.8375 is getting through too.
