I have tested both the 300/400 and while you don't have the ability to 
select a step like some of the higher dollar models, these scanners do 
follow the latest bandplans (page 21 in the PSR-300 model). So as long as 
you enter a valid frequency for the bandplan in use (i.e. 12.5 kHz spacing 
in the 162-174 MHz fed band) you won't have any rounding issues. The only 
reason a scanner rounds off is because the frequency being entered does not 
conform to the step size that has been programmed for the frequency range 
that the freq falls into uses.

Page 57-58 of the 300 models shows the bandplan and spacing for each, and I 
see no problems with entering any valid freq within the various ranges these 
two scanner cover. The days of misreporting valid freq and using the capture 
effect, first described by my old friend Tom Kneitel, are over. Unless you 
are using older technology or enter a wrong freq, there should be no issues 
with a 300 or 400 scanner from GRE. And they are both nice scanners.

And this is an example of what I am talking about. The freq that Bob 
originally above is not a valid frequency for the 162-174 MHz fed band.

The valid steps in a 12.5 kHz bandplan are as follows: 165.0000 165.0125 
165.0250 165.0375 165.0500 165.0625 165.0750 165.0875 165.1000

Enter a valid freq and you won't have any rounding with the GRE-300/400 or 
any of the newer scanner models in today's marketplace. ;-)))
