In terms of monitoring, I would recommend the PSR 500.  The BC 396xt is very deaf on the VHF and UHF bands.

In terms of programming by hand, I would recommend the BC 396xt.   I've own my PSR 500 for close to a year and still have trouble programming it by hand without the manual.

IMHO, the PSR 500 is pretty useless without a laptop and programming software such as WIN500 or ARC500.  However, I still love the PSR 500 in terms of monitoring various TRS in the VHF and UHF Mhz bands.   My BC 396xt (original BC 396) is pretty deaf on VHF band and not very good on 380 Mhz and 406 Mhz bands.

What do you recomend?  PSR-500, Uniden 396xt, or the Pro106?
