Maybe it's the level of trauma. Closest hospital to that location is
Inova Alexandria. If their ER is closed (for example), then they probably
go to Virginia Hospital Center.What if VHC can't handle the trauma
involved? Then it's Georgetown, GW, or WHC. Maybe only WHC can handle
that level trauma.

Just a thought. But I do wonder sometimes myself.
