[Scan-DC] Montgomery PD Drills (was "Gunshots in the Cafeteria, four shot in the lobby")

It's spring break so the schools are out... are they doing this at one of the schools, or have they simulated something at the Training Academy (or somewhere else)?

Somebody just said something about switching to Channel B16, but looking at the grid on radioreference, that would appear to be a Park Police talkgroup... and am still hearing traffic on the 4D major incident talkgroup...

IED in the stairway 2nd level... what's an IED?
