Yes - I spoke to a buddy of mine who works 4d in wheaton and he said he had gone for "live fire" training yesterday. So it seems these are scenarios they are trying to run everyone through and not just the swat and specialty teams guys.

Seems like Montgomery PD are doing drills twice a day (morning and 
afternoon) at a school or simulated school involving multiple 
shooters, hostages and bombs attached to hostages' bodies.  TG 32208, 
G4 Major Incident 4.
