[Scan-DC] WBGD-554?

All,

Every so often I hear a station identify itself on the hour on one of the local fire mutual aide frequencies (154.295 or 154.28) as (I think) WBGD-554.  It could be WPGD-554, WBGE-554, etc... you know how it is, it catches me off-guard.  This station comes in pretty clear in Gaithersburg (I'm using an old Lafayette ground-plane antenna in the attic).

I've searched a couple of different times and different ways in the FCC database in MD, VA, DC, and PA for this station and have never been able to find out what jurisdiction it is...  also just had a quick look on radioreference.  I think I'm hearing them on 154.295 only.

So, does anybody here have any idea who it might be, or how to search?  I'm headed to the FCC site after sending this to try again.
