[Scan-DC] VSP video cameras on car

Yep, so are suspended drivers, suspended tags, tinted windows, etc.  I know 
what you're saying, though.  A tag cover violation is an equipment 
violation, and carries no points.  Lots of people who get the ticket just 
pay it and leave their tag covers on.
