In Maryland license plate covers have been illegal for YEARS - at least as 
long as I've been policing here -which is about 21 years.  That was WAY 
before photo RADAR, photo red light cameras, tag scanners, etc.

Forgot to add, I'm told from a friend with the VSP, that the system has
considerable difficulty reading license plates with reflective or tinted
covers over them.  If that's true, imagine it won't be long before they
start outlawing those plastic covers people use out of some misguided sense
of protection from photo-enforcement cameras, and by consequence license
plate frames.

On a related subject, I wonder if mounting a couple of high output or
infrared LED's on either side of your license plate facing directly to the
rear would screw up the reader sensitivity?
