okay, since the list doesnt seem to like my emails from my verizon account anymore --- :(
you are correct, it runs license plates, not emissions.
Images are compared against hot list databases that are downloaded daily to the in-car computer. Each day the hot lists are updated - stolen cars, expired tags, parking violations, uninsured vehicles, plates associated with suspensed or expired owner licenses, and plates associated with certain crimes, drivers with warrants, and people on the delinquent child support lists.
for VA emissions inspections - when the car is inspected the inspection station electronically sends the results of the test to DMV - the owner no longer has to supply the proof. The registration will not be allowed to be renew until a test is successfully passed. Once the current registration expires the plate is put on the expired list.
Most of the local jurisdictions are using or testing the system.
