I don't think they actually check the emissions. I believe they check the
license plate and compare it to a database of cars that did not pass their
emissions test. It seems that in Virginia, you can pay your renewal fee and
get your new stickers without providing proof of passing the emissions test.
I guess at the emissions testing station, they enter your tag number in a
database and flag it with pass/fail, so that you could be issued a ticket
later if you are driving with a failed car. Where I used to live in Georgia,
you could not renew your registration without first providing proof of
passing the emissions test. Virginia doesn't do it that way. Maybe they've
discovered that they can increase their revenue by issuing tickets later?
That makes sense -- it's a money-maker!

It does seem that the database must be local to the trooper's laptop,
because doing lots of license plate checks on a constant basis would seem to
create a lot of data traffic on a radio network, as someone pointed out.

Believe it or not, I understand that Arlington County is using similar
technology installed in their meter-maid vehicles, and it will catch you for
extremely minor infractions, live overdue library books. No joke. Computer
technology and big brother -- it's a wonderful combination!

Seems to me they would be aimed lower, like at the tailpipe.
