[Scan-DC] VSP video cameras on car

The A&E TV program "Parking Wars" shows the Philadelphia Parking
Authority using a very similar technology. Two parking enforcement
officers drive around in a van, and a camera on the roof of the van scans
the license plates of the parked vehicles it passes. When it detects a
license plate of a vehicle with a number of unpaid parking fines, it
sounds an alert to the occupants, who then go around the block and "boot"
the vehicle.
