Published frequencies cannot always be relied on. FAA published frequencies
for ARTCC are notoriously incorrect as well. 317.8 is the correct UHF freq
for IAD tower 1R/19L as well as ground control east. 125.8 is the final
for 1R, 134.2 is final for 1C (formerly 1L). 322.3 is the correct pairing
for 119.85. 119.3 is used for final to DCA and ADW.
123.825 is used by departures from IAD that are heading northwest. Traffic
departing to the northwest or north will pass over the Leesburg area at 5-8k
on 125.05. From here if they are heading northwest they switch to 123.825
and then 134.15, if heading to the east like international flights they
switch to 125.65 then ultimately 134.5 for Wash Center as they're nearing
Baltimore. Other times when traffic is light or when they get routed
further to the north they are handed off to 128.7 instead of 125.65, but
they still end up with 134.5 in the same area. 128.7 is for BWI approaches
from the west.

The size of the rings is approximate. The altitudes aren't set in stone
either. The amount of traffic will dictate the altitude before the next
hand off.
