[Scan-DC] Washington Area Airport Freqs (adds BWI)

I was asked to add BWI to the previously-sent list of Washington Area 
Airport Frequencies, so here it is.  The source is the latest edition of 
"U.S. Terminal Procedures, Northeast," which is the FAA's bible on 
approach, departure, tower and ground frequencies and patterns, updated 
frequently.  (FAA Product ID BTPPNE from www.naco.faa.gov ).

This will be the most up-to-date listing, but I have left out the ATIS, 
Ground Control and other, specialized channels which are of minimal 
interest and which don't change often.  There will be other frequencies for 
approach and departure which I have missed because of reliance on this 
publication for IFR flying.  Comments based on actual monitoring are welcome.

Reminder that this listing groups frequencies by airport.  If you prefer to 
group them by what the FAA calls a "facility," then lift out all of the 
Approach and Departure freqs and call them "Potomac Tracon," since the 
controllers you'll hear on these frequencies are at that facility in Vint 
Hill, Virginia, near Warrenton.  The actual transmitters are remoted to a 
number of locations around the area.

Remember that Potomac Tracon has a few other frequencies, further away from 
Washington, used to handle flights into Richmond and other airports.  Feel 
free to comment and add these frequencies if you monitor them.   Again, 
pardon the fact that the formatting goes haywire when I send this as e-mail.

Interestingly, there are no Departure Control frequencies displayed on the 
Standard Instrument Departures from BWI, which means they'll be assigned by 
Clearance Delivery before each departure.  There is no separate Approach 
Control listed for arrivals from the north and there are no standard 
arrivals published from that direction.  Chances are, one of the two 
approach control pairings listed above is also used for arrivals from the 
north.  Discussion on Scan-DC earlier today by list members near BWI has 
frequencies 128.7 and 124.55 coming from transmitters located at 
BWI.  These frequencies show up as used in approaches to Washington 
National, but I'm sure they're used for BWI, too.  Perhaps those of you 
near BWI, who can hear them, can determine how they're used, since they 
don't appear in this instrument flight publication.

Notes:  * The published Standard Terminal Arrivals to Dulles from the north 
use these two frequencies.

My own monitoring makes me think that Dulles is not simulcasting its UHF 
frequencies all of the time but is using them when necessary.  I plan to 
check this further, but you need to be near the transmitters to hear the 
UHF in many cases.  Comments welcome.

Yes, I know that Reagan National will have Departure Control frequencies, 
but there are none in this book because it lists only Standard Instrument 
Departures and Reagan National has none of those.  I must get the Departure 
Control freqs from another FAA publication, which I don't have at the 
moment.  I'll revise this posting when I get those freqs and will also 
incorporate corrections posted on SCAN-DC, provided they are based on 
actual monitoring and not just some list on the Internet.
