[Scan-DC] Talkgroups 34128/34192 on DC TRS

Anyone know what agency is using talkgroups 34128 and 34192 on the DC
trunked system?  It's some kind of security agency, but I have never been
able to figure it out.  They mentioned "L St." on 34128 on Saturday, and I
think I've heard them mention "New York Ave."  About the only radio traffic
is various posts checking in.
A long time ago, it was rumored that this was school security, but I don't
think that's correct.
