[Scan-DC] "Signal 13" - Montgomery County Police?

Montgomery County Police dispatcher on Ch 6 (or whatever they call  it now) 
(Gaithersburg district) just put out an alert tone and a "Signal 13"  for a car 
on Crestwood Terrace - then put out restricted air.  Then  somebody reported 
one in custody... all at once; it seems to be over now...  but does anybody 
know exactly what a Signal 13 is?
