Not sure if this was it, but since MGH doesn't have a controlled helicopter Pad - when they fly someone out of the hospital for whatever reason be it cardiac, trauma, pediatric emergency or whatever, then Sandy Spring. The closest 2 stations either 4 or 40 send an engine and ambulance over to be on stand by for the landing. So the special police vehicle was probably just the hospital security vehicle. Since the hospital security works for the hospital and they own the property on which they guard they can get certified as SPO's or Special Police Officers. It's a certification through the Maryland State Police and it means they have police powers while operating on their property.
Just my guess anway - it's a fairly common albeit routine operation for that to occur.

I had an appt this afternoon in the professional building between Montgomery
General Hospital and a big sledding hill. Coming out around 6 p.m. the
parking lot exist was closed off by a "Special Police" SUV and everyone was
forced to drive around the hospital construction area and use their exit.
There was a large solid red fire/rescue van (like a rescue squad or haz mat
unit) in the closed part of the parking lot.
Any one hear anything that would explain this?
