[Scan-DC] Fall Church Talk Groups

Based on recent monitoring, Falls Church PD continues to be on the old
analog Motorola system.  They have four talkgroups.  Unknown when/if they'll
be switching to the P25 digital system.
Arlington Fire (of which the Falls Church VFD is a part) is on the P25
system.  They have a few talkgroups simulcasted on the analog system.
