[Scan-DC] Inauguration - newsletter vs. RRDB

As might be expected there are several differences between what's on the database on RR and the newsletter. Hopefully as we go we can get these things fixed - 

a. The Newsletter says National Capital Parks central is 172.475, the database says 172.75 which is listed for WH Maint. 
b. The channel layout for the Fed Protective service is different
c. All the SS channels are listed P25 in the database, some have PLs in the newsletter
d. It would be useful, I think, to at least get the frequencies for all the NCR sites into the db - they don't all seem to be there
e. We don't have the 25 cities project freqs Chris mentioned in the database - I'll get them submitted. 

I want to update the temporary page with links to the database, where we have the data (and don't have it now), so folks using the RR web service don't have to do all the typing - there are a LOT of frequencies to enter! I know some of these sites are already there, but not all of them.  73 Mike
