[Scan-DC] Tower help

This is a follow-up on my need to find a Maryland licensed PE to sign off/stamp my 65' Rohn 25G tower design as required by the Montgomery County DPS. 
I found four PE's. The one John Evans used quoted me $2,250. Another one wanted $2,500, and one wanted $10,000 to $15,000. I finally found a PE/Structural engineer in Fairfax that is licensed in MD and VA. His charge was $350.00! I sent him the specs. I met him at his home today and picked up my wet stamped documents. I asked him if I could refer him to other Hams if they needed his services and he said yes.
