It's a good question. We aren't privy to the actual plans, of course, but considering Vice President elect Biden's well publicized habit of going home to Wilmington on a train (which is undoubtedly going to need to change due to security issues) perhaps he'll go home, and Obama will hop a helicopter up to Wilmington (or is the supposed train ride going to start in Philadelphia?) and begin the 'symbolic trip to Washington' there?
If memory serves me, the desire was to replicate something done by Lincoln during his Inauguration. Maybe this has changed now due to the economic mess, but we really aren't going to know until the week/day it happens.

One of the internet articles I read over the weekend said they flew in (I would guess to Andrews) on a 757, can't remember whether it said Air Force or "government" (I suppose AF).
