Bob where did you see this comparison chart? If it's in the wiki, then it needs some attention so that others don't make the same mistake. 
The 197 uses a similar memory layout as the PSR500, if memory serves. Object Oriented scanning. It's likely that using software will make it somewhat easier. Oh and don't forget to have a premium membership so you can download data from the database (yes, that's a shameless plug).

I'm the one who made the original  mistake.  There is a comparison web page 
that has the -96 and the 197.  it showed the -197 as having much less cap 
then the 96 including a N/A where it said APCO-25   That cause me to worry 
that there were subtleties to the terminology I didn't understand.

Besides your radioreference.com  link appears to be quite useful.  I assume 
these are the parameters needed to program the scanner.  Been an old analog 
ham for too many years, bit tuff getting OM brain to go digital.

Notice the RS Pro-197 lacks ACPO capability.
