[Scan-DC] Check this out, scanner buffs...

Looking at the few legal cases where radio communication was divulged,
it appears, at least to me, that the law was intended for common
carriers and their employees.

I'm not aware of a case ever where it was found to be illegal to
divulge public safety or even business radio communication.
