One thing to consider on the police side is that Fx Co heavily uses their
MDTs, so encryption may have turned out to be an unnecessary expense.

When Fairfax Cnty began the transistion,  I seem to recall they were
planning on running encrypted.  I think there's an add'l layer of hassle to
encrypt and they put it off.  Interesting that a decade later that hasn't 
changed.   Perhaps they've come across so few people with apco scanners that

they decided plain digital was encryption enough.
