When Fairfax Cnty began the transistion,  I seem to recall they were 
planning on running encrypted.  I think there's an add'l layer of hassle to 
encrypt and they put it off.  Interesting that a decade later that hasn't 
changed.   Perhaps they've come across so few people with apco scanners that 
they decided plain digital was encryption enough.

If you are referring to Fairfax County PD, yes they are still unencrypted...
there are some transmissions which I assume are Narcotics/Vice which seem to
be...but 99% of the transmissions are in the clear.

Fellow Scanner Buffs

For some years I've been thinking the price on APCO 25 capable scanners
would come down.  Just looked at a BC796D.  Appears I was wrong.  Main
interest in apco25 for FCPD.  Remember their system had the capability of
running encrypted but they weren't using it.  Anyone know if FCPD is still
unencrypted?
