You might also look at the 350C manual, I don't know what the difference is.  I just bought a 350C and you can't directly enter a frequency, it has to be programmed through the search function into the "private" area.  The 350C will receive 800-MHz frequencies, but is not a trunking scanner and is not digital-capable.  As I mainly listen to fire, it works fine for what I wanted tho.

Frederick and MSP frequencies are on radioreference.com, as Mike mentioned.
