Several years ago, I worked for a APCO-25 radio manufacturer in the area. I went out to San Jose, California and the tech there explained to me that the AVL (automatic vehicle location) antennas on the cruisers and ambulances were "mysteriously" being broken. It seemed that the individuals didn't want their locations tracked.
Rather than constantly (paying to) replace antennas, the radio shop didn't replace them and disabled the reporting.
It's very possible things have changed since then, but at that time, the personnel didn't want to be tracked.

For the first time ever, I heard an Arlington PD dispatcher tonight refer to
the GPS location of one of their cruisers. Now that their digital APCO
system is up and running, it seems that the county is starting to use GPS
location technology. I always wondered why they hadn't done this years ago.
If they're on their toes, it would seem that they could automatically assign
units to a specific call based on their proximity to the action.
