I tried to respond, but it was blocked because of HTML.  Anyway...
 
As a Hagerstown resident and a person who gets the newspaper, I have to say I missed this.
The county's 450 MHz APCO-25 system was supposed to have been online by now.  Reading between the lines of the article, I wouldn't expect it to come online until after the dispatch center is completed.
