That's the nomenclature, yes; it's actually 11.0 in this case.  Note
that this is a magnetic heading, not true.  IAD also has a 10.4W
magnetic declanation, so the runway you're talking about is just about
parallel to longitude lines.

Yep.

> And if landing in that direction, the new runway would be 19 Right?

Yep.

Go to airnav dot com and click airports, type in IAD, and download the 
PDF of the airport diagram for more details.

Fun fact: 19C and 19L aren't exactly parallel.
