[Scan-DC] Dulles Gets New Runway (name, at least)

Interesting, thanks.  Somebody help me out here - if I remember correctly, Runway One would be at approximately 10 degrees, correct?

So, the other direction would be Runway 19?  And if landing in that direction, the new runway would be 19 Right?
