[Scan-DC] Win96/Arlington problem resolved

Thanks to Brian Rokus for his help in resolving a programming issue that 
was preventing reception of the Arlington p25 system on my Pro96.  A test 
drive around Arlington today shows that it works fine, although I didn't 
have time to determine how many of their channels have been converted yet.

The problem (see my earlier post) had to do with getting win96 to accept 
the two- and three-digit DEC ids that Arlington uses.  I was trying to 
enter them by first erasing the "old" Arlington talkgroup entries in my 
Arlington bank and then re-entering the new ids.  But win96 wouldn't take 
them and instead began returning only a "000-00" entry in each id field.

The key to resolving the problem came from learning that win96 is happiest 
when an entirely new bank is created, rather than having old entries 
deleted.  Instead of creating a new bank, I chose to click the "Clear Trunk 
Info" button above the talkgroup entry fields.  That not only emptied the 
fields but also deleted whatever old internal formatting win96 had been 
using, giving me a clean slate in which to enter the new two- and 
three-digit ids.  From that point, it worked fine.

When programming Arlington P25, you'll probably want to click the "Closed" 
check box at the top of the channels field.  That restricts monitoring to 
the talkgroups you've entered.  Otherwise, in Arlington, you'll spend too 
much time listening to the water and sewer departments, too.
