[Scan-DC] Win96 set-up for Arlington

Trying to set up Win96 for the Arlington P25 system.  I've used Win96 for 
Fairfax public safety and a wide range of aviation and other frequencies, 
but I must be missing something with the Arlington set up.  Been a long 
time since I set up something with Win96.

Radioreference.com gives me a two-digit DEC and a three-digit HEX id for 
each talkgroup.  But when I try to enter either of those in the talkgroup 
tables on Win96, it won't take them.  It gives me "000-00" which I suspect 
is its default error message.  (With the other systems I've set up, I have 
a five-digit DEC id.  Arlington must be different.)

I must have something set wrong elsewhere on the page.

I have Type as MOT

MOT 3600 and MOT 9600 are both checked Normal

Base frequency is 406.0000

Offset is 380

Step size is 25.00

but I don't think most of those should affect entry of the talkgroup IDs.
