Dave -
That may be the new NPS repeater system they are installing to increase
coverage from Great Falls down into DC.
Last year a ranger I was talking radio with at the GF Park (VA) told me
they would be installing another repeater at the "location of the school"
and pointed downstream. I did not press him for more details but assumed
it may be at the Madiera School approx one-half of the way back to the
Beltway. I have not stopped at the school to see if there was a new tower
on the grounds but as it is at a high point, that location would be a
candidate for the repeater.
I would assume as they would be upgrading their coverage, they may also
may be upgrading the modes, etc.
Might be related, might not. Any input is helpful.
On a side note, as you drive into the park from 193, take a look to the
back right as you pass the first driveway on the right, approx 100 yards
in. At the hilltop is a tree cleverly disguised as a cell tower.

Anyone have insight as to what's going on with the NPS and frequencies
