[Scan-DC] Newseum Will Probably Use MOTOTRBO

I've heard the digital on 461.7000.  I assumed this was a case of
Howard using both analog and digital on the frequency at the same
time, as a kind of way to gradually transition to full digital.  (The
MOTOTRBO radios do both analog and digital, to accommodate migration.)
