[Scan-DC] Arlington Project 25

I just checked on my pro-96 & it's scanning the digital system fine.
I'm hearing transmission on talkgroups 5, which sounds like a
simulcast of the ACPD TTY [talkgroup 33776 on the analog system]. I
also remember hearing tg's 80, 82 & 88 a few months ago.
